Preamble


在清華大學圖書館的學位論文閱覽室，可以查詢到一篇十三年前的博士論文——《中國農村市場化研究》，全文共169頁，淡黃色封皮，指導教師為清華大學經濟學研究所教授劉美珣。


論文的作者是時任福建省省長習近平。對於要不要取消戶籍限制，當時學界和理論界存在爭議，他在論文中堅持認為，取消城鄉二元戶籍制度，是歷史發展的必然趨勢，政府應理智而勇敢地面對這一現實。

“有一個重要問題應引起高度重視，就是改革開放以來，我們所進行農村剩余勞動力轉移在總體上仍未脫離‘離鄉不離土’的模式。”在2001年12月提交的博士論文中，習近平認為：“絕大多數在城市務工的農民並未真正融入城市，造成這一問題的根本原因是戶籍制度的限制。”
